The elves of the Leum forest are ancient.
It is not a genetic dynasty, each emperor is chosen by a council. The emperor has absolute power as long as he/she lives; but decisions are not made without assistance from advisers. The emperor's primary responsibility is with foreign affairs.
Individual settlements within the empire are led in a more traditional elven fashion.
